Salvador was the first capital of Brazil when the Portuguese seat of royal administration was placed there. It later became the first slave market in the New World, a time when the exquisite, high-baroque Church of São Francisco was constructed. The historic neighborhood of Pelourinho, which contains the largest accumulation of colonial architecture from the seventeenth and eighteenth centuries in the Americas, faces problems of traffic, pollution, overpopulation, crime, and the impact of tourism. The project was a joint venture between several institutions to create a data set that would be used for site management and restoration.
